Full resolution and video specs on MGS using ePSXe
Running at the appropriate 60 fps and a desktop resolution of 1680 x 1050, I can honestly say this looks better than the console game, seeing as the highest resolution on the PSone was (correct me if I'm wrong but I'm pretty sure) no higher than 640 x 480.

Oh and you can use a program called Minimem to optimize the emultor to give it less lag

You should hehe, I can run GH3 on it with the highest settings at full speed and zero lag as well.

Well I have 3 computers actually. A Dell Inspiron 530s (the one I'm on now) that I use to hold my music and mainly do forum things, a Dell laptop (forgot the model, it's not really mine but oh well), and my monster of an HP Pavilion (I'll edit this post when I can get the full specs, I have to leave for work soon) that I use for games.

I tried that but it doesn't show my video card model and I'm not an admin on that computer so I can't thoroughly check everything. I do know this off the top of my head though:
HP Pavilion w/Core 2 Duo Processor
Vista SP2
the latest NVIDIA graphics card (I can't remember the model number)
4 GB RAM
etc. etc.
When I can, I give you all a more complete analysis.
Back on topic...
It takes more cpu usage to run the PS1 version on an emulator as opposed to the PC version, which I would recommend over the PS1 version because they've clean up the graphics and such so it looks ALMOST as good as that picture.
